
PURPOSE
To provide an independent forum for the presentation
of, and open discussion of, all points of view regarding aeronautical and
workplace issues pertaining to American Eagle Pilots and American Eagle
Flight Operations Management.
MEMBERSHIP
Membership is open to all active line pilots of American
Eagle.
INDEPENDENCE
The Fraternal Order of the Eagle is a completely independent
organization, not affiliated with American Eagle Airlines, Inc. or the
Air Line Pilots Association and represents no group or other organization
other than its membership.
MEETINGS
Regularly scheduled meetings will be held, observing
parliamentary rules, whereby any member or outside organization can submit,
to the Issues Committee, any written issue, accompanied by supporing documentation,
as a formal application for acceptance onto the Issues Docket. The
Issues Committee will, based upon written acceptance rules, vote on the
acceptance of all applications. Accepted issues will be placed on
the Issues Docket for inclusion on each meeting agenda for group discussion.
Any participant can present formal verbal support and submit written support
for their point of view.
CONSENSUS
Every issue accepted onto the Issues Docket will be formally
discussed and a consensus of order members issued at the conclusion of
debate while including a minority view with both majority and minority
supporing documentation preserved. The consensus will be recorded
via one-man, one-vote rule. Those issues requiring consideration
over more than one meeting to will be continued via working group for conclusion
at a future meeting. Written meeting minutes will be provided all
members along with both majority and minor supporting documentation on
each decision.
BACKGROUND
Recognizing that historical methods of communication
between the management of American Eagle Airlines and its line pilots have
not been effective in exploring all points of view on issues that we all
have a stake in, and to promote a better understanding of all points of
view in an independent and open forum, this organization is dedicated to
the center ground that makes true communication possible. Historically,
the pilot's barganing representation organization and American Eagle management
have been so poloarized in points of view that effective communcation has
not been achieved for many years. For the first time in company history,
we have an opportunity, on neutral ground, to invite all points of view
to gain a better understanding of facts and opinions, uncluttered by official
company or union dogma, that has so polarized our past working relationship.
Pilots will have a voice to express their personal individual points
of view and American Eagle will have an independent forum to express and
support theirs. After the order has voted a consensus finding on
an issue, the proceedings, with supporing documentation, will be promulgated
to all members to provide them materials supporting a point of view to
promote in public.
